comment Is the “wind lens” a breakthrough in wind energy?
Oh, FYI, the "brim" they place on the turbine is called a "shroud".

I would note that ducted fans (for use in aircraft) have been around for at least 50+ years. Therefore, I think calling this a "breakthrough" is rather hyperbolic. It may be a clever application of existing technology, but it's not revolutionary.

comment Are there more Greeks driving Porsche Cayennes than paying high-rate tax?
For that matter, is there any standardization on how the SE sites want to handle radix points? I know in non-english countries, , is generally used to separate the integer and fractional segment of a number, and . is used for the thousands separator (ex: 100.000,05 ). In english-speaking countries, the exact opposite is true (ex: 100,000.05) which is really, really annoying. Can we decide to use a standard that is less confusing? I would think that the english-language SE sites should use the english method, but that's just my opinion.

How do you have fractional taxpayers? (Ex: 130.385 - What, exactly, is 0.385 of a taxpayer?) Do you mean 130,385, or just 130385?

comment Does a webpage with a black background save energy?
I think it's the other way around. Most of the LCDs I've seen with dynamic contrast are crappy TN panels. Anyone who cares enough to pay for an IPS panel will turn off dynamic contrast even if it's available.
