Yes, but the definition of "terrorist" being used needs to be considered.

In the book [The Comprehensive Guide For Da'wah In Mosques (Masjids)][1] the portion written by Dr. Zakir Naik begins at page 46.

On page 86 there is a section or point:

>5. Every Muslim should be a terrorist (underlined in original text)

under this heading he says:

>Every Muslim should be a terrorist. A terrorist is a person who causes terror. The moment a robber sees a policeman he is terrified. A policeman is a terrorist for the robber. Similarly every Muslim should be a terrorist for the antisocial elements of society, such as thieves, dacoits and rapists. Whenever such an anti-social element sees a Muslim, he should be terrified.

All of the above is also repeated in [Answers To Non Muslims Common Questions About Islam][2] by Dr. Zakir Naik at page 17.
