Does the US want to break down Russia into separate countries? Russian state TV references the CSCE's recent Decolonizing Russia discussion (it's indeed a government agency, isn't it?)

6The video in the link you included clarifies that “decolonization” does not refer to breaking up Russia. Have you watched the video? Remember this site is for questioning notable claims. It’s not clear what notable claim you are questioning here. Also US government agencies don’t set policy, they act on policy. And independent agencies don’t even do that as much. It’s a strange world (the independent agency) but the statements of an independent agency do not inherently reflect official policy.– Todd WilcoxJul 19 at 13:01

2@WeatherVane I don't get why that distinction matters. Are you saying we need evidence that someone was successfully "indoctrinated" before we investigate it? Wouldn't that apply to most sources in questions here, where what we're quoting is someone propagating the claim, not someone receiving it?
