There's an urban legend around the Philly area that the designer of I-76 ended up killing himself because of all the stress associated with doing a horrible job, and everyone's general anger. Are there any facts anywhere to verify this?

I don't think the idea that he killed himself because of X is falsifiable so not really a suitable. Would you consider modifying the question to ask if A) it's true he committed suicide and B) it has been reliably reported that X was one of the reasons why he killed himself? – Lisa Nov 15 '11 at 3:20
